Distinguished Service Professor of Law and International Trade Emeritus and formerly Visiting Professor at Oxford University (St. Peter's College). International Trade, International Law, National Security Law, World Trade Organization. Been on various trade delegations with Governors of Virginia to China, India and Japan. Recently in Russia, Dubai, Brazil, Vietnam, Indonesia, Malaysia, Cambodia, Japan, and Thailand. Returned to Oxford to lead a program on global law and to participate in "Cybersecurity & Global Affairs," gave the lead presentation. Appointed by former Virginia Governor Tim Kaine to the Board of the Virginia Economic Development Partnership (VEDP) and appointed by Governor Terry McAuliffe to the new Virginia International Trade Advisory Committee. Reappointed by Governor Ralph Northam. Served on the Advisory Council to the Virginia Global Defense Initiative and completed "Cybersecurity Exports" for the International Division of the Virginia Economic Development Partnership and Dept. of Defense. Formerly served on the board of its international subsidiary, VEDP International. Currently serving in the board for the International cyber-Center (GMU). Recently published four books recently - Trump and Trade Policy (2021), WTO Law and Litigation (2007), U.S. National Security Law & Policy (2009) and Global Trade and International Law (2013). Was the Principal Investigator on a 10-country study, Cybersecurity Export Markets (2014)(funded by the Commonwealth of Virginia and the U.S. Dept. of Defense.)
