Tammy Samuel leads the Stephenson Harwood global finance practice group. Having worked as a corporate, commercial and projects lawyer in her career, she now specialises in transport projects in the UK and internationally and is an expert in railways law and regulation. Tammy has particular interest in- railway franchising and concessioning - having advised on all rounds of UK rail franchise bidding and mobilisation as well as ongoing operation of franchises for TOCs and Direct Award/STA processes. Clients have included many of the major bidding groups, including international participants- rolling stock procurement - advising manufacturer clients on large and small, heavy and light rail procurements in the UK and internationally. Also advising financiers and operators on rolling stock issues - infrastructure enhancement and development - including small and large scale developments at stations, car parks, depots, freight facilities and track as well as improvements under, over, on or near railways. Clients have included train operators, property developers, contractors, freight operators and retail companies- structures - having worked on flagship projects such as the LUL M25 DBFO Contract, Thameslink Rolling Stock and IEP. She has broad projects experience across the transport, energy (including renewable energy) and defence industries. Clients have included both public and private sector- international railway development - in addition to working in all of the areas above internationally, Tammy has also advised governments and other clients on legislative, contractual and regulatory structures for railways in the Middle East and Africa.
