About Tara Winter

I am a mission-driven global executive with over two decades of experience advancing labor and environmental justice by transforming how powerful institutions—governments, corporations, and multilateral bodies—make decisions. I specialize in building the coalitions, trust, and accountability structures needed to create shared vision and action across deeply complex systems. From shaping labor protections in national policy to scaling transparency in global supply chains, I’ve facilitated multi-stakeholder processes that embed human rights and sustainability into institutional frameworks. As global operations and partnerships lead at the ILO/IFC’s Better Work program, I worked across 13 countries and alongside over 150 brands, 1,700 factories, and 10 donor agencies to elevate worker voice, protect the environment, and embed continuous improvement in the private sector. Currently, as Executive Director for the International Rescue Committee in Northern California, I lead a $45M operation focused on dismantling systemic barriers for displaced populations, and driving policy reform at the intersection of migration, housing, and labor equity. I’ve consistently built high-impact teams, secured transformative funding, and helped institutions see and seize their power to drive just outcomes. With a background in journalism and public narrative, I bring a unique capacity to communicate across audiences, align diverse interests, and move ideas into action. I'm especially energized by roles that allow me to connect policy, operations, and people—and that demand both strategic vision and hands-on leadership.
