About Ted Giovanis

Ted has been at the forefront of national and state health policy and reimbursement for over four decades. He has experience with the Medicare and Medicaid payment systems and policies, private health insurance, and managed care. He has been involved with the development of several national Medicare payment policies including the payment system for psychiatric hospitals and units, the payment system for nurse anesthetists, the geographic reclassification process, and the section 508 reclassification process. His experiences have included work in wage adjustment design including the development and review of the hospital wage data that underpins such wage adjustments. From he chaired a gubernatorial commission that oversaw the rate structures for community services provided to the severely mentally ill and disabled populations for the State of Maryland. One system was a Medicaid payment system and the other was partially under a Medicaid waiver. One of Ted's notable healthcare accomplishments was that he was the only one who identified an error in the Medicare payment calculation and then prosecuted a 6-year case against the government that resulted in the largest settlement that the Medicare program had lost (the Rural Floor Budget Neutrality Appeal - RFBN). He is currently the President of the Jayne Koskinas Ted Giovanis Foundation for Health and Policy, a tax-exempt private operating foundation that provides unbiased policy analytics on national health policies. In this position, he is primarily working on metastatic breast cancer but also works on topics such as patient-centered care, and quality of care among other projects. Ted is also president of TeamTGM, a professional race team, competing in the IMSA Weathertech and Michelin Pilot Challenge Series. He is an accomplished race car driver and co-driver of one of the team's race cars and has driven in several 24 Hours of Daytona races. In 2020, Ted won the International GT Series GT3 Cup Championship. Ted is a widely published author having published many papers and in 2021 published a book "Beyond Fear" in which he related the story about the RF BN Appeal. He recently published a second book-Focus Forward about racing and life. The first book was very successful and Ted is a "Best Selling" author. Ted is a Fellow of the Healthcare Financial Management Association, has a Master of Business Administration in Finance and Management, and has a Bachelor of Science in Accounting.
