About Teri Delcamp

Teri has over 30 years' experience in historic preservation planning, preservation project management, and public history along with land use and development planning. She has a particular interest in fostering a sense of place in communities, improving quality of life, and how the built environment intersects with stories of our historical past. Teri has extensive experience in preparation and review of historic building evaluations, historic surveys, CEQA and NEPA analyses, and management of historic site projects meeting the Secretary of the Interior’s Standards and Guidelines for Preservation, Restoration and Rehabilitation. Teri has supervised preservation, development and customer services sections of city planning departments, has processed the most complex development projects, developed and implemented preservation incentive programs including the Mills Act, prepared General Plan amendments and zoning ordinance amendments, and managed and contributed to the preparation of design review and cultural resource guidelines. In her previous public sector positions with various cities in Orange and San Diego counties and the Inland Empire, she has gained a solid background of knowledge and expertise in areas including urban planning and community design, zoning, coastal planning, CEQA, historic preservation planning, and grant writing. Her work has been recognized throughout her career, including an American Planning Association section award for the Metrolink Station in San Clemente and section and state awards for the Los Rios Park and Parking Lot in San Juan Capistrano, San Diego Chapter American Institute of Architects and California Preservation Foundation awards for the Montanez Adobe restoration in San Juan Capistrano, and Association of Environmental Professionals chapter merit award for the Carlsbad Tribal, Cultural and Paleontological Resources Guidelines. Teri has also served as an American Planning Association section awards judge. Her speaking engagements have included American Planning Association and California Preservation Foundation conferences and workshops, as well as local planning group meetings, community workshops and historical society meetings.
