About Terri Tobin

With more than two decades of dedicated experience and leadership in researching and evaluating behavioral health initiatives, I am the director of AHP's Center for Research and Evaluation. Growing and managing an annual budget of about $10 million, a portfolio of three dozen projects, and a staff that includes about 50 people across the country, I am passionate about leading quality work to help improve the human condition. In addition to building and growing the center, my expertise spans national evaluations, single- and multisite studies, survey design and instrument development, as well as the collection and reporting of National Outcome Measures (NOMs) and various other outcome, process, and performance data. I'm adept at conducting secondary data analysis of large state and national datasets and designing and providing evaluation and data-related technical support. As a skilled social scientist and manager, I've directed evaluations and projects centered on crucial areas such as mental health, substance use disorders (SUDs), co-occurring disorders (CODs), homelessness, and child welfare. My extensive experience extends to project management, where I've successfully led initiatives for federal agencies, including the Substance Abuse and Mental Health Services Administration (SAMHSA), Administration for Children and Families (ACF), Health Resources and Services Administration (HRSA), National Institute of Justice, and the U.S. Department of Veterans Affairs. I also collaborate with state agencies, including the Massachusetts (MA) Department of Children and Families (DCF), MA Department of Public Health (DPH), and the Boston Public Health Commission.
