About Terry Harris

1987-Present – Construction Representative/Engineering Technician I have been involved with over 300 construction projects dealing with both new and existing construction, site clearing and development, demolition and disposal and environmental cleanup. These projects also involved the issues of Historic and Cultural Resources because of the National Historic Landmark status at Rock Island Arsenal. Several of my projects involved the interface between Natural Resource Utilization and Management. 1995– I was co-author of RIA’s Lead Based Paint Management Plan. I briefed the Army Science Board on work involved with Lead Based Paint at RIA. 1994– Contracting Officer’s representative on a RCRA Closure of RIA’s old plating shop. This project required that I coordinate the efforts of the base Industrial Hygiene and Environmental offices along with being liaison between the IEPA and contractor personnel to achieve a timely and satisfactory closure of the facility. 1993– I drafted a revised addition of RIA’s Pest Management Plan. This plan combines control techniques to prevent, eliminate, and suppress pests, along with recording and reporting all pesticide applications at RIA in compliance with the Federal Insectacide, Fungacide, and Rodentacide Act. Worked as a contractor building homes, remodeling kitchens, bathrooms, basements, windows, siding roofing and room additions. From 1882-1987, I was incorporated, bonded and insured. I employed 9 full time carpenters and 2 office staff which were responsible for daily operations. 1980-1987 Served as a Journeyman Carpenter in the Facilities Engineering Office. Worked closely with all trades in a variety of construction projects in maintaining all buildings on RIA. Acted as lead on several project which required coordination of trades to complete projects on time. 1976-1980 Served a Carpenter Apprenticeship through the Facilities Engineering Office and Blackhawk College.
