Competition economist with ten years experience in telecommunications sector regulation. Experienced in working within the parameters of competition law as well as ICT sectoral legislation and other legislative frameworks that affect the telecommunications sector in the Cayman Islands.Some of my experience includes leading the development and implementation of the first set of cross-sectoral guidance for defining relevant markets and assessing dominance and drafting guidance on the abuse of dominance - key elements of the Utility Regulation and Competition Office's overarching competition framework; initiated pioneering market reviews in the telecommunications sector; and, investigated matters of non-compliance that resulted in the first determination of fines under the ICT Sector.Having engaged with competitive dynamics extensively, I am able to leverage my knowledge and background in assessing competition matters in the telecommunications sector and my exposure to policy development and matters of regulatory compliance and enforcement - in the transition to Head of Licensing and Regulatory Affairs ICT sector at the Utility Regulation and Competition Office.
