About Thomas Niland

As a Senior Project Manager at Colorado Governor's Office of Information Technology, I manage and oversee the initiation, planning, execution, controlling and closing of large, highly complex, multi-platform technology initiatives for the state. With over 15 years of experience in project and program management, I employ best practices in modern software design and ensure alignment with the state's strategic goals and vision. Prior to joining CO OIT, I was the Director of Digital Project Services at Texas Department of Information Resources, where I consulted with agencies on major IT projects, offering best practices, providing oversight, and governance. Over the seven years I led the program, project success rates jumped 57%. I also delivered market research and strategic direction for enterprise shared technology acquisitions including research to help modernize the payments process for Texas.gov. For my community in Austin, TX, I started Laugh the Vote in 2014 to combat one of the lowest voter turnouts recorded by young voters, ages 18-29. We had a mission to register young voters, educate them, and energize them. Over the six years we were active, we registered and activated hundreds of new voters at local comedy clubs and community events!
