About Thomas Patrick Carson

Thomas Carson is an applied social scientist with 25 years plus cumulative experience in more than 40 countries within Southeast Asia, Central and Eastern Europe, Africa, and Latin America. A U.S. national, Dr. Carson’s expertise covers management, budgeting and finance, and operations; business development, proposals, and representation; strategy, monitoring, and evaluation; and learning, training, and capacity development. He was directly embedded in USAID Missions in Iraq, Azerbaijan, Mozambique, and the Philippines working with Program Office and technical office staff to develop multi-year strategic plans. In various Chief of Party/Deputy COP/Director roles, Dr. Carson has led USAID Mission-level or technical office-level activities to provide monitoring, evaluation, and capacity development support services directly to USAID, and by extension to its implementing partners. In the U.S, he co-directed a monitoring, evaluation, and learning (MEL) practice area at dTS and oversaw international operations in that area. He has also provided technical support and coordination to national counterparts, such as Iraq’s Ministry of Health, to upgrade their performance management systems. Dr. Carson has knowledge of strategic planning and performance management needs of other international orrganizations, including DFID, EBRD, and OSCE. He served as Co-Chair of the M&E Work Group for the Society of International Development in Washington DC (2012); and has held teaching positions at the University of Michigan (GSTA) and the Institute of Sociology, Budapest Hungary (ELTE), covering statistics and research methodology courses. He led his own consulting company from Budapest Hungary at an earlier time, managing teams to conduct program evaluations for Freedom House Europe and EBRD, among other tasks. Currently, Thomas Carson is a Principal for Monitoring, Evaluation, Research, and Learning at IBTCI in Vienna, VA.
