About Thomas R. Melton

Thomas Melton has worked in environmental science and natural resources consulting for seven years. The bulk of his experience has been for the private sector in industries such as commercial and residential development, but also in the utilities and energy industry. He advises clients and performs field work on issues related to Section 404 and 401 of the Clean Water Act (CWA), National Historic Preservation Act (NHPA), and Endangered Species Act (ESA) so as to identify opportunities to avoid or minimize potential environmental impacts. He has professional experience across the U.S in several states including; North Dakota, Oklahoma, Colorado, Kansas, Texas, Virginia, North Carolina, South Carolina, Georgia, Alabama, and Florida. Specific tasks Thomas has been charged with being responsible for in the past include field wetland delineations, “Waters of the US” determinations, aerial desktop determinations, site assessments: including Phase I and Phase II evaluations, biological assessments, habitat assessments, flora/fauna inventories, threatened and endangered species assessments, soil sampling, preparation of environmental documents and applications, purchase of wetland and stream mitigation credits for client project impacts, project management, technical report writing, and regulatory compliance. On behalf of clients, he has also applied for permits under Section 10 of the River and Harbors Act and Section 404 of the Clean Water Act, coordinated the purchase of wetland and stream mitigation credits, and assisted in resolving regulatory violations. Mr. Melton has also performed Threatened and Endangered Species Surveys for the U.S. Fish & Wildlife Service including Section 7 consultation, and assessed sites for potential effects on Historical and Cultural Resources.
