About Tim Chang
I am a long time public servant of the State of California. I am currently working at the California Department of General Services where I oversee projects meant to modernize court rooms across California. This includes hardware, software, and digital services. I also serve in an administrative capacity and am the first point of contact for judges and support staff in need of tech solutions. In July 2023 I was awarded the Admin Spotlight Award Program Award for the winter quarter for leading the Office of Administrative Hearing's statewide server migration project. During my time as a Program Technician 2 and 3 for the FBI Response Unit within the California Justice Information Services Division (CJIS), I was responsible for serving as a point-of-contact for hundreds of public agencies across the United States. My day-to-day work entailed contacting agencies at every stage of the criminal justice process across every state in the United States, as well as some international agencies. This included making phone calls, responding to emails, and submitting information requests to them. I would also compare laws between states to determine if they met California legal requirements for distribution. I served as in-unit support for our transition to telework and wrote instructional guides that were used to facilitate my coworkers’ transition to working from home. This included implementation of a file management system developed during a time of crisis. During my time as a Program Technician 2 for the Department of Justice FBI Response Division, I received Employee of the Month in February 2020 for Criminal Justice Information Services when I developed and implemented a process revolving around Immigration Charges that halved the workload of my unit over the course of three weeks. Once promoted, I carried this experience over to my role as a Program Technician 3 within the same unit, where I became the subject matter expert with regard to Federal charges for the FBI Response Unit. I also introduced several automation techniques that help alleviate workflow, all of which can be brought to and benefit any workplace. I was regularly asked to take care of emergencies and urgent action on time-sensitive processes. I was involved in passing multiple projects between team members and facilitating communication between individuals of vastly different backgrounds and communication styles.
