About Tim Thomson

With clear vision, a sense of urgency and 20 years of experience in the strategic and operational leadership of QCS’s portfolio of physical assets, I understand how to drive maximum return, into the long term, while meeting the needs of all stakeholders. Key to this is the ability to build consensus for action and platforms for change across stakeholder groups in political environments, to support major business cases and new ways of working. Equally important, I bring a proven track record in translating strategy into results. Appointed to a succession of senior management roles, I have been relied upon to recover and deliver challenging and complex projects, at an organisational and sector level, in line with strategic objectives. Additionally, I seek out opportunities for innovation to improve governance, transparency and value return in asset management through digitisation and commercial approaches to procurement and the supply chain. I view strategic asset and organisational planning holistically, considering and incorporating broader interconnections and impacts, including environmental and societal factors. Key achievements at QCS include piloting a whole-of-government process change for total asset management and implementing a revitalised five year statewide facilities maintenance agreement worth $280 million and aligned to condition standards including detailed categorisation of asset classes and required condition standards at an elemental level. I also rescued a perimeter security upgrade program, reducing a $200M scope to $76M to meet budget, and restructured QCS’ minor capital program from an annual to a five-year rolling process to improve decision-making, mitigate risk and accelerate project delivery. I've developed a digital engineering roadmap including a new asset management information system to be phased in over two years and successfully obtained new annual base funding resulting in an increase of our Asset Replacement Value from 1.5% to 1.9%. I am a business case development specialist with success in proving social infrastructure investment needs resulting in over $4 billion in new infrastructure funding over the past 15 years.
