About Timothy E. Gowen

As a highly strategic, impactful, and empowering aerospace engineer, army aviator, senior-most executive of the Maryland National Guard, and member of the Governor’s Cabinet, I have diverse and deep experience that spans a 37-year career in the Active Army, Army Reserves, and Army National Guard. Additionally, my history includes a simultaneous 25-year career as a civil servant Aerospace Engineer that culminated in a senior systems engineering assignment overseeing the engineering activities of multiple US Navy and Marine Corps developmental programs. I establish solid relations with elected officials and government agencies at the state and federal levels, leverage expertise in program delivery and global strategy, and uphold team morale and cohesion as an influential leader in solving mission-critical challenges. I also possess an active Top Secret SCI Clearance. A few notable accomplishments of which I am incredibly proud include: • Ensuring complete preparedness to meet state needs during emergencies, natural disasters, and unrest, including overall military readiness for deployed federal missions by efficiently directing emergency response operations at Maryland National Guard (MDNG). • Earning a selection to preside as the senior leader on five high-profile committees at MDNG due to unique expertise and a comprehensive background in acquisitions, aviation, and engineering including the US Army’s PEO Aviation FLRAA Source Selection Advisory Council and the National Guard Requirements Oversight Council. • Employing a strong military background in maintenance and logistics activities to ensure the highest levels of aircraft readiness across the entire portfolio, leading to positive change at US Naval Air Systems Command (NAVAIR).
