Dr Lyons is a licensed clinical psychologist specializing in staff leadership and operational efficiency. From direct clinical services in mental health and substance use to clinical and operational oversight from a servant leader approach. I have leadership and operational experience with clinical staff in primary mental health, substance use treatment at all levels of care, and in using psychedelics and TMS to treat intractable depression. I have experience in Joint Commission and CARF policy and procedure design and California Department of Health Care Licensure. I have lead numerous successful campaigns in quality-of-care corrective action plan solutions, California Department of Health Care licensure and mental health business model restructuring. I have implemented multiple electronic health record and contact relations management systems. I use Lean Management and employee empowerment techniques to guide operational functions, prepare teams, adhere to certification and legal standards, improve performance, reduce training times, and decrease turnover. I have performed multiple successful campaigns of model restructuring using root cause analyses and performance improvement techniques (QAPI). Structured and managed utilization review departments using ASAM and LOCUS standards for placement accuracy, improved communication and increased authorization times. Restructured admissions departments to ensure better patient experience as a precursor to reduced atypical discharges. Redesigned clinical programs using the latest evidence base. I have integrated mental health and substance use disorder government assessment centers for Medicaid delivery systems. Root cause analysis and continuous performance improvement has enabled me to effectively identify areas in need of restructuring using tested methods to apply solution focused actions and employee empowerment technique. These proactive approach strategies have improved employee morale, increased client retention rates, and average length of stay while reducing and preventing atypical discharges to statistical significance. My career has allowed me to reorganize intensive outpatient and residential behavioral health facilities to profitability. I have negotiated troubled payer contracts for mental health and substance use disorder in-network facilities to success. My experience continued with organizing growth and expansion creating chain of command reporting structure with multi-state, multi-site providers. And I currently work monitoring and coordinating Medicaid contracts.
