About Timothy Orr

Experienced senior military and civilian leader with over 43 years of service to the state and nation. From 2020 to 2023, I served as the Civilian Advisor for Intergovernmental Affairs to the Chief of the National Guard Bureau (NGB), working directly with elected and appointed leaders at the White House, Department of Defense, federal agencies, state governments, military associations, and all 54 Adjutants General. Previously, I served as the 27th Adjutant General of the Iowa National Guard, leading over Soldiers and Airmen and overseeing 53 installations, including Camp Dodge and the National Sustainment Training Center. I also managed key state functions such as the State Fiscal Office and the Gold Star Military Museum. I worked closely with federal, state, and local officials to shape policy and manage annual budgets exceeding $365 million in federal funds and $11 million in state resources. National-level leadership roles included: • Co-Chair, Council of Governors (7 years) • Co-Chair, NGB Cybersecurity Advisory Committee (3 years) • Chair, AGAUS Infrastructure Committee (7 years) • Chair, ARNG Sustainment Readiness Advisory Committee (3 years) • Member, Secretary of Defense Reserve Forces Policy Board (3 years) • Member, Army Reserve Forces Policy Committee (5 years) • Member, Governor’s Executive STEM Advisory Council (2 years) One of my most enduring contributions is the Iowa–Kosovo State Partnership Program. From 2011 to 2019, I led the creation and growth of both its military and civilian components under a “Whole of Iowa to Whole of Kosovo” model. This vision led to nine Sister City relationships and the opening of the Kosovo Consulate in Des Moines. I continue to lead the civilian side of the partnership today.
