About Todd Kinley

PROFESSIONAL EXPERIENCE: Mr. Kinley has over thirty years experience supporting DoD programs for the U.S. Navy, Air Force and Army. His background includes software development, Final Qualification Testing, systems engineering technical support, Hardware-In-The-Loop support, flight test support, lethality analysis, and 6-DOF modeling and simulation of TMD and NMD programs. He has developed numerous data reduction, visualization, and modeling codes to meet a varied level of system analysis goals. He has performed extensive test range data collection and reduction analysis as well as data visualization, storage, and analysis. He has also supported research into applications of Riemannian differential geometry to feature discrimination. MAJOR ACCOMPLISHMENTS: • Lead Technical positions for the Extended Area Protection System (EAPS) and Kinetic Energy Interceptor Fire Control and Communication (KFC/C) Engagement Planning and Engagement Management algorithm development. • Lead Analyst during the Final Qualification test (FQT) of multiple releases of the Embedded Test (ET) product in support of numerous integration and ground testing events of the GMD system over a four year period. • Performed Concept Definition and Development by providing mathematical support to the creation of a MATLAB based toolbox that is investigating the application of a surface classifier for extracted BMD feature discrimination. • Provided analyses in support of the Post Test Analysis Briefing (PTAB) in the areas of Lethality assessment and post intercept debris characterization and evaluation. • Generated analyses in support of an SBIR for the Advanced Discrimination Initiative (ADI) by creating a MatLab toolbox that incorporates a theoretical gas model developed by Draper Laboratories. This toolbox allows for the modeling of expanding gas generators in exo-atmospheric environments to investigate the effects of such phenomena on trajectories of light and heavy objects.
