About Tom Fusting

My passion is developing NextGen IT offerings with accelerated time-to-value Lean-Agile project management with trusted partnerships. Focus is on Intelligent Transportation Systems (ITS), IOT networks, edge compute, and broadband for Smart city and smart integrated corridor applications. Data Interoperability and multiuse networking being key to those use cases. Recently drove key process transformations implementing Scaled Agile and DevOps in Skyline’s product development, while modernizing products for a microservice built-for-the-cloud architecture, and drove Skyline’s AWS Technology Partnership. Driving innovation in video interoperability suite of services for first responder, NG911, transportation, and broadband networks. Previously, as CTO for MD DHS, initiated and guided an overhaul of 3 large legacy systems to a modern, built-for-the-cloud, shared data, citizen centric platform. In doing so, transformed the State of Maryland modernizing the IT approach towards agile development methods (SAFe), agile contract structures, and agile procurement methods. Architected a secure cloud based micro-service and No-SQL shared data repository platform for the State, and a DevOps culture of continuous improvement and automation for the State’s MDTHINK initiative to modernize and integrate numerous social service and health systems. In previous four years, have been developing Strategic Partnerships and Next Gen technology offerings with “as-a-Service” business delivery and pricing models. Built CSC’s first self-service auto-provisioning Cloud offering deployed at DHS, Dev/Test as-a Service and Infrastructure-as-a-Service (DTaaS/IaaS), which later became the basis of CSC’ Cloud Compute offering. Have advanced understanding of concepts, tools, business models, and marketing for DevOps, Agile methodologies, Cloud Broker and Provisioning, Interoperability, multi-layer virtualization of Apps, Services, storage, network and machines.
