Background
About Tom Gill
Hello, I’m Tom. I’m a consultant, writer, and policy professional passionate about driving social change through culture, strategic campaigns, and research. My work spans the public, arts, and third sectors, with significant experience leading high-profile projects in urban development, cultural policy, and placemaking.I’ve worked extensively with city governments, cultural organizations, and non-profits to shape strategies that use culture as a tool for economic recovery, civic engagement, and social impact. I have a strong track record of managing complex stakeholder relationships, advising senior leaders - including politicians, CEOs, and funders - and leading multidisciplinary teams. Most recently, I led a global programme at World Cities Culture Forum (WCCF), working with over 40 cities to help policymakers leverage culture for sustainable urban development. I oversaw research and data projects, including the World Cities Culture Report - the world’s most comprehensive study on culture in cities, and steered the organization’s digital transformation. I also led the World Cities Culture Summit, bringing together cultural and city leaders from around the world. Before that, I managed London’s post-pandemic cultural and economic recovery programme - Let’s Do London - which generated £81m in additional spending and drew visitors through a targeted programme of public art, events, and activations. I’ve also worked in housing and planning policy, run major communications campaigns, and developed large-scale cultural events, from city-wide festivals to innovative placemaking initiatives.I’m now open to new opportunities, particularly in consultancy, strategy, and cultural policy. If you’re looking for someone to help navigate complex challenges, build strong partnerships, and deliver impactful projects, let’s talk.Outside of consulting, I’m a writer with a particular focus on social connection, technology, and LGBTQ+ culture. I contribute to publications including The Guardian (International) and The i (UK), among others.Let’s connect!
