About Tom Handley

I am retired now but was an actuary who practiced in the healthcare and health insurance industry for over 40 years. I have served as the chief actuary for managed care plans and Blue Cross and Blue Shield plans and was the author for a paper on developing rates for PPO plans in the Transaction, Society of Actuaries. I recently served on the Health Section Council for the SOA. I have served a broad range of clients including insurance companies, managed care plans, employers, hospitals, physician organizations and employee trusts. I have helped develop rating policies, underwriting policies, management systems, performed rate reviews for insurance departments (was successful in aiding an insurance department in reducing a rate increase by over $100 million as an example of results). I am also very familiar with the ACA (Obamacare) law passed in 2010. I served on the boards of GHI, Inc.(a holding company) and Surety Life Insurance Company from 2015 through 2020 and was chairman of the audit and investment sub-committee for Surety. I am currently on the board of the REACH Healthcare Foundation and was recently elected Treasurer and chairman of the Finance Committee.
