About Tom Hinrichsen

Over 30-years of experience in Department of Defense operations, operations research, financial management, and business operations. Project Management Professional (PMP) and Certified Defense Financial Manager - Acquisition Specialty (CDFM-A), and AWS Cloud Practitioner certified. Master’s Degree in Systems Management and a graduate of the Army's Operations Research Program. Commissioned as an Army Armor officer and served in a variety of operational assignments. Led operations research teams at the Army Armor Center, the United States Military Academy, and the Pentagon before retiring from active duty. Joined L-3 Communications in supporting the National Missile Defense Program at the Missile Defense Agency (MDA) serving as a budget analyst, team lead, and director. From 2007-2010 directed commercial and Defense business operations for a L-3 high-technology project. In 2010, joined ECS as a financial analyst providing budget development and financial execution support to the Engineering Directorate of the MDA. In 2011, became the program manager for financial, acquisition, logistics, and FMS support at the MDA's Aegis Ballistic Missile Defense Program Office. In 2018 he was selected to be ECS' Director for Defense Acquisition Management managing 200 employees providing support to the MDA, the Army's Program Executive Office for Simulation, Training & Instrumentation, and the Marine Corps. In 2021, he became the Vice President for ECS' Defense Professional Services Sector with a broad portfolio of finance, acquisition, cybersecurity, and IT management projects with customers at the Missile Defense Agency, Army, Navy, the Defense Information Systems Agency, and the Defense Counterintelligence and Security Agency.
