About Tom Mills

After 25 years as a partner at Winston & Strawn LLP's Washington, D.C. office, including as Managing Partner, head of the firm's health care practice, member of the Executive Committee, chairman of the Operations Committee and a member of the firm's Compensation Committee, I retired from Winston and started a boutique law firm Mills Black LLP, with long time partner Allen Black. Mills Black LLP specializes in health care and maritime law, covering regulatory, litigation, transactional and legislative disciplines for the health care and maritime industries. Mills is a member of the American Bar Association and the District of Columbia Bar. He has served as chairman of the board of directors of the U.S. Coast Guard Academy Alumni Association and has served on the board of trustees of the U.S. Coast Guard Academy. Additionally, Mills has served on the boards of directors of multiple public and privately held companies. Specialties: Health care law representing clients on regulatory matters before various federal agencies, the U.S. Congress and White House. Maritime law clients before federal courts and the U.S. Congress. Law firm management including managing partner of Washington, D.C. office of international firm with approximately 900 attorneys among 14 offices in Beijing, Charlotte, Chicago, Geneva, Hong Kong, London, Los Angeles, Moscow, New York, Newark, Paris, San Francisco, Shanghai and Washington, D.C.
