About Tom Mullen

I am an American living in France with thirty years of experience in the fields of management, business development, environmental and engineering consulting. I spent sixteen years managing projects while living in Asia, Africa, the Middle East, and Latin America. I have a master degree in civil engineering as well as an MBA from the University of Durham in the U.K, and have been registered as a Professional Engineer (PE) in the US state of California. My communication skills are excellent. I am an author, and have contributed to the Telegraph newspaper, World Water, International Groundwater Technology, International Living Magazine, Malibu Magazine, Forbes and other publications. I have made presentations at multiple conferences, including those hosted by the US Geological Survey, the Missouri River Institute, American Rivers, the National Council of the Lewis and Clark Bicentennial, the American Chamber of Commerce in Panama, and the Consulting Engineers and Land Surveyors of California. Recent projects completed include managing teams and country staff associated with $230 and $280 million infrastructure development programs. Projects I have managed have been funded by the US Agency for International Development (USAID), the Office of Foreign Disaster Assistance (OFDA), the World Bank, the United Nations Development Program (UNDP), the Inter-American Development Bank (IADB), the North American Development Bank (NADBank), the US Army Corps of Engineers, the African Development Bank (ADB), the UK Department for International Development (DFID) and multiple private developers and municipal governments. My experience also includes vetting projects for socially responsible investing, as well as impact investing. My strength lies in successfully coordinating multidisciplinary teams to complete projects ahead of schedule, as budgeted, and to the satisfaction of clients. I can adapt rapidly to differing physical and cultural environments.
