About Tom Wray

Over forty years' experience in the electric energy business in the Desert Southwest with emphasis on large power generation and EHV transmission development. Responsible for the development of Arizona's Gila River Power Station (2,400 MW and Bowie Power Station MW Co-developed the Navajo Transmission Project (500 miles, 500 kV; 1,500 MW) from Four Corners to Marketplace (Nevada). Currently project manager for the SunZia Southwest Transmission Project (515 miles; two 500 kV circuits; MW) in New Mexico and Arizona. Specialties: Front-end project concept development; feasibility assessment; environmental fatal-flaw screening; recruiting and assembling the partner investor group; determination of reasonable and feasible alternatives; conducting and managing the entire federal NEPA and state siting processes; managing federal and state governmental relations; assisting with preparation of FERC filings; management of project scope, schedule and budget; obtaining federal, state and local licenses and permits; assisting with engineering and design of major project components; obtaining project power transfer ratings from WECC; assisting with construction and permanent project financing; customer consultations and contract negotiations.
