About Tracy Gruber

In 2021, I was appointed to serve as the Executive Director of the Utah Department of Human Services for Governor Spencer J. Cox. In my role, I have overseen the merging of the Department of Human Services and the Department of Health to form the Utah Department of Health and Human Services, the state's largest agency in terms of staff and budget. In my capacity as the department's first Executive Director, I have the opportunity to work with dedicated public servants working with communities, families and their children experiencing complex challenges. I am an outcome-focused leader committed to the use of data and continuous improvement to ensure there are intergenerational pathways to opportunity for Utah children. My legal training has given me the skills to problem solve, research, analyze and communicate effectively both orally and in writing. I recognize the importance of the political process and systems development in obtaining the best opportunities for Utah's families. As a leader, I work to create an environment in which the individual professional development needs and strengths of the team are met to produce their best work, which in turn produces the best outcomes for the staff and individuals served by the Utah Department of Health and Human Services. This is achieved through collaboration and the establishment of a creative work environment in which solutions are developed, implemented and achieved.
