Conducts contract negotiations and discussions. Assists CO in preparing for a negotiation session-knowledge of the technical aspects of the requirements, including terms and conditions. Assists CO in source selection, serves on panel to evaluate technical and business proposals and conducts past performance and due diligence evaluation. Plans technical aspects of the proposal evaluation process, develop criteria, and analyzes potential for Organizational/Personal Conflicts of Interest (OCI/PCl). Provides input to Program Manager and CO on acquisition strategy, and source selection plan. Conducts contract quality assurance and evaluation, ensures consistency in quality requirements, and validates adherence through test and measurement activities.
