As a Program Analyst at the U.S. Department of Veterans Affairs, my focus is on executing strategies that amplify our stories, news, benefits, and services through search engine optimization. My role encompasses advising senior leadership on acquisition-related project management, ensuring that VBA's communication strategies are meticulously developed and implemented. Serves as a Contracting Officer's Representative (COR Level II or and advisor to senior leadership on acquisition-related project management for PCPG, formulating strategy, priorities, and implementing long-term plans. Performs contract administration duties assigned and maintains a clear and accurate record of Pre- and Post-award documents, actions, and communications according to agency-specific requirements. Monitors services, inspect deliveries, conducts financial analysis, evaluates if contractor performs within the price or estimated cost, and reviews and approves invoices based on contract terms and conditions. Advises and defines government requirements and organizational needs for a product or service. Creates Statement of Work (SOW), Performance Work Statement (PWS), and Statement of Objectives (SOO) to establish technical terms and conditions. Conducts market research to establish requirements and identify marketplace for goods or services. Provides technical information to determine the type of contract and level of competition. Conducts contract negotiations and discussions. Assists CO in preparing for a negotiation session-knowledge of the technical aspects of the requirements, including terms and conditions. Assists CO in source selection, serves on panel to evaluate technical and business proposals and conducts past performance and due diligence evaluation. Plans technical aspects of the proposal evaluation process, develop criteria, and analyzes potential for Organizational/Personal Conflicts of Interest (OCI/PCl). Provides input to Program Manager and CO on acquisition strategy, and source selection plan. Conducts contract quality assurance and evaluation, ensures consistency in quality requirements, and validates adherence through test and measurement activities. My tenure as a Building Services Manager at the National Gallery of Art honed my leadership skills, overseeing the maintenance of over 1.4 million square feet and managing a team dedicated to providing pristine conditions for nearly five million annual visitors.
