About Travis Small

Travis has 18 years of water utility experience working his way up from a meter reader to becoming a General Manager for a public utility district. His work history started in 2006 when he was a water meter reader, then in 2007 promoted to a water Distribution operator. 2008 switched to water treatment. 2010 spent time on special assignment creating a geodatabase and implementing a large GIS based asset management and work order system. After completing large GIS project, Travis managed capital improvement projects such water main replacement, water meter retrofit, water well rehabilitation, water treatment plant expansion/upgrades, SCADA and PLC upgrades. In 2013, Travis took a position as a Water Treatment Plant Operator working in a conventional treatment plant. In 2017, Travis accepted a position as a Plant Supervisor for the City of Stockton's Delta Water Treatment Plant. Some of Travis' highlights while working for the City of Stockton include optimizing and simplifying the treatment operations, updating PLCs and HMIs at remote pump stations, improving SCADA communications, implementation of SCADA upgrades, designing and programming PLCs to updated software and hardware, installation and programming of 6 large variable frequency drives at remote pumping facilities. Manage large projects such as water storage tank upgrades and tank recoating. Served as Chief Water Distribution Operator and managed a staff of 24 field operators, 4 production operators, and 8 water plant operators. Also helped with compilation of water division budget.
