About Troy Phelps
Let me quickly highlight some of my experiences and accomplishments. During my 25+ years of service as a firefighter working in both structural and wildland fire suppression, I have gained extensive knowledge of all aspects of Program Management, Fuels (Vegetation) Management, Safety, Budget Management, and Leadership. In my career, I have served on or supervised most aspects of fire resources. Also, I have detailed and led teams focused on National Environmental Preservation Act, Safety and occupational health, Human Resources, and other agency-focused goals. In doing this I have gained an excellent working knowledge of practices, policies, and the interpersonal skills needed to be effective in most situations. I have worked with very diverse cooperators such as local, state and federal representatives, interest groups and organizations and elected officials at all levels. In addition to extensive "hands-on" knowledge and application of fire management and firefighter safety, I was accepted into and completed the Technical Fire Management (TFM) in May 2003. TFM is a highly competitive, rigorous, and revered fourteen-month course of study preparing me with up-to-date knowledge in fire program management. Combining tools acquired while completing TFM with experience has given me a solid and in-depth understanding of fire program management and its many intricate parts. Demonstrating my skill as a leader and supervisor, the BLM Nevada State Director recognized me as "Supervisor of the Year" in 2005 commending me for my leadership, supervisory abilities, and insight.
