The Southern California Regional Rail Authority (SCRRA) operates and maintains, Metrolink, the premier commuter rail system in Southern California. As a Business Analyst II, I manage six PTC Communication and Signal Systems Design and Engineering Services' contracts with an approximate value of 150 million dollars. I ensure that work is completed under the authorized scope, budget and time frame. I work closely with project managers, Sr. Directors and high level engineers overseeing the Positive Train Control System, Engineering, Technical Services, Signals and Communications along the right of way. Liaison between Project Management Office, Contracts and Procurement, Finance, other internal departments, as well as, outside Contractors. Conduct contract audits, validate invoices, resolve discrepancies, disallow charges as applicable and ensure prompt payment to contractors. I also serve as Project Manager on several facility management and relocation projects and assist with the annual rehabilitation budget. I am a seasoned contracts and procurement professional with over 10 years of experience. I have developed and issued multiple RFPs, IFBs, and RFIs for rail and bus procurements for goods and services primarily for equipment (parts/components) and rolling stock. Experienced in contract negotiation, price analysis, writing scopes of work/services, advanced government contract administration in accordance with Federal, State, FTA and FRA regulations.
