About Vicente Sotelo

With over a decade of dedicated experience in the Monitoring, Evaluation, and Learning (MEL) sector, spanning international assignments across government, NGOs, the private sector, international cooperation, and multilateral organizations, I bring a wealth of expertise in harnessing the transformative potential of data. As the co-founder of The Why Hub, a pioneering design studio that thrives on challenging the status quo by asking forward-thinking questions, I am deeply committed to the belief that data should serve as the driving force for enhancing people's lives. My core competency lies in the strategic design of value-centric learning ecosystems within goal-driven organizations, capitalizing on the boundless power of data. Over the course of my career, I have orchestrated the successful establishment of two groundbreaking innovation hubs within the Peruvian public sector - Labor Lab and AYNI Lab Social. Furthermore, I have played a pivotal role in the development of the Labor Data & Information System, poised to revolutionize public administrative data into actionable solutions that directly benefit individuals. In my current role, I am actively engaged in designing and delivering MEL technical training and support to USAID's local partners (IPO). This endeavor is aimed at enhancing their proficiency in crafting comprehensive Monitoring, Evaluation, and Learning Plans, marking the first step toward fostering a culture of evidence-based decision-making within their organizations. Concurrently, I am collaborating on a World Bank Project,"Strengthening Peru's National Science, Technology, and Innovation System," where I assist the MEL project team in formulating the Theory of Change, SMART indicators, MEL technical criteria, and MEL system guidelines. Together, we are working to integrate data into the very fabric of value creation.
