About Vincent Andre

I have more than 15 years’ experience and demonstrated leadership skills in planning, coordinating and executing project, especially implementing EU procedures. In 2013, AETS asked me to establish a representative office in Thailand to support our activities in Thailand, Laos, Cambodia and Myanmar. Thanks to my permanent presence in Asia, I have gained a strong experience of Experience in administering and coordinating Thai and French staff (up to 8). I am a food safety and traceability system expert, with deep knowledge of international trade rules, standards, procedures and SPS & TBT agreement. Since 2007 I have been managing technical activities of the Better Training for Safer Food initiative, the ASEAN Regional Integration Support by the EU in ASEAN, SAARC and the Pacific with organisation of regional training workshop and technical expert missions on food safety, plant health and animal health. I have participated to Technical Assistance programmes in ASEAN countries such as Thailand, Indonesia, Laos, Philippines and Bangladesh especially in the fields of food hygiene requirements, traceability in the fishery sector and Illegal unreported and unregulated (IUU) fishing. I am also responsible to the prepare of Expression of Interest (EoI), technical proposals and budgets for projects from Eur to 1 million Eur toward Europaid, ADB, WHO.
