About Vincent Manuel

I have 35 years of progressively responsible experience in municipal government, management and supervisory experience in Public Administration and knowledge of City and County government structures. I have a Bachelor of Science Degree in Business Management and a Masters’ Degree in Public Administration. I am Deputy Chief of Staff for Contra Costa County District 5 Supervisor Federal D. Glover. I am an action-oriented leader, versed in all aspects of public administration, with proven experience in working with diverse communities in supervising, and handling numerous diverse projects, effectively collaborating, supporting and providing direction of administrative and internal operational services, and facilitating the coordination of activities across all county departments. My proven ability to pivot when necessary is a clear example of my adaptable management style which allows me the capability to exercise direct and indirect supervision over professional, technical and clerical personnel across county departments. As a public administrator, I have managed budgets; worked with City Council staff support; agenda development; administrative policy development; worked with County-wide task forces and legislative analysis. I have excellent communication and interpersonal skills needed to work effectively with elected officials, City staff, and members of the community. I have strong verbal, written and analytical skills. I have a strong knowledge of municipal administrative support functions and program operations.
