About Walter Brown

Currently, I am a Construction Manager for HW Lochner working on several projects including US 69 Angelina Co, SH 21 at Trinity River and SH 7 at Trinity River, both in Houston Co, TX. My duties with Lochner are essentially the same as they were for TxDOT as listed below. I retired from Texas Department of Transportation after 30+ years. Most of those years were in construction. I oversaw and performed construction operations which included, but not limited to, training junior employees, construction inspection, district maintenance work in accordance with total maintenance, performance based and bundled bid contracts. Other areas of knowledge are as follows, but not limited to, design, traffic data analysis, surveying, pavement data collection, bridge inspection, construction record auditing, plan review, review of shop drawings, traffic control inspection and planning. I worked in the maintenance department for 9 years and have experience in light and heavy duty equipment operation, roadway maintenance, preventive and minor maintenance of equipment and helping the public during emergency situations and operations. My work required application of engineering principles, establishment of my own work plan and priorities to meet set objectives. Issues were rarely referred to supervisors and are handled at the occurance. I served as project manager on multi million dollar projects and ensured all phases of construction are compliant with the plans, specifications and special provisions. I am able to interpret plans and specifications to advise contractors during construction and to resolve differences in interpretation of plans and specifications. I maintain project records and ensure documentation is accurate and required reports and documentation are submitted in a timely manner as well as perform job control tests on materials used on projects to ensure compliance with specifications. I am also proficient in the use of Site Manager, the primary method of project documentation for TxDOT.
