Psychometric, validation, policy research. Research management - higher education, K-12, assessment design and validation, admissions, and career/selection. Direct state and federal testing/research contracts, development and validtion of national testing programs, and outreach with higher education and state assessment leaders. Served as expert in legal proceedings (e.g, Gratz v. Bollinger). Testified in state and federal legislative hearings on matters pertainng to assessment policy, fairness, and admissions. Vice President, AERA - Division D; past president, and board member for the National Council of Measurement in Education; past chair, treasurer and board member of the Association of Test Publishers (ATP); and past president of APA's Division 5. Fellow of AERA, APA (Divisions 1, 5, 14, 52), APS and SIOP. Consulting and technical advisor committees - U.S. Department of Defense’s Technical Advisory Committee overseeing enlisted selection and assessment (chair), LSAC, AICPA, Board of Scholars for USC’s Center for Enrollment Research Policy and Practice, Achieve (Alg. II), PARCC, NCAA, the National Technical Advisory Panel (for USDOE) and various state Technical Advisory Committees (NE, PA, TX, DE). Ph.D. in psychology from the University of Illinois at Champaign Urbana in 1986, graduate degrees in educational measurement and school psychology from Rhode Island College. He received a BA from University of Massachusetts-Dartmouth. Specialties: Assessment design and validation in education and industrial psychology; fairness and subgrouop differences; large-scale assessment issues, higher ed. assessment/admissions, college readiness, educational accountability; and standards and ethical practice in assessment.
