Over 36 years experience in Strategic Nuclear Weapons Systems and Programs. Over 16 years experience in Federal Government leading teams to accomplish complex technical challenges, overcome barriers, and find innovative solutions to difficult tasks.(2004- 2019) 20 years U.S. Navy Fire control Ballistic and Missile Technician operating C4, Trident I and II weapons systems. Three years with the Naval Ordnance Test Unit as In-tube Conversion Team Chief and as PMO at NOTU.(1982 - 2003) NNSA (2004 – Present) Senior Technical Advisor/Director/Program Manager • Established NNSA policy for implementation of a new Nuclear Enterprise Assurance program across the Nuclear Security Enterprise. • Managed a $700M budget to ensure nuclear weapons production base capacity. • Recruited, trained and supervised 22 federal employees deployed in 11 separate countries supporting a myriad of high profile NNSA and DOE projects. • Directed several successful programs to remove high enriched uranium from Ukraine ($100M effort) and to develop new, non-Russian, sources of low enriched nuclear fuel for Ukraine’s civilian power reactors ($70M effort). • Managed implementation of a large portfolio of non-proliferation nuclear security programs in over 40 foreign countries. US Navy (1982 -2003) Retired Navy Chief Petty Officer (Fire Control Ballistic Missile and Missile Technician) with 20 years’ experience on various nuclear submarines • Naval Ordnance Test Unit in Cape Canaveral supervised the conversion of production Trident FBM missiles to test configuration. • Program Management Officer (PMO) for Test Missile Kits, Complex 30, and Trident FBM Fire control and missile technical publications. • Senior Weapons Inspector conducted over 40 Inspections under the Strategic Arms Reduction Treaty and the Intermediate Nuclear Forces treaty.
