About Wendy Blackwell

Wendy Blackwell joined SCWA Environmental Consultants in the spring of 2022 as the Climate and Resilience Senior Lead. In this role she supports clients in climate resilience projects and planning. In addition, she focuses on nature based solutions to natural hazard risk reduction. Ms. Blackwell works out of the Albuquerque Office on projects in New Mexico and nationally. She brings more than 30 years of experience in natural hazard risk reduction, grant management, mitigation planning, floodplain management, and public outreach. She has extensive experience working with FEMA's Hazard Mitigation Assistance grants (Hazard Mitigation Grant Program, Pre-disaster Mitigation, and Building Resilient Infrastructure and Communities). In addition to serving as the State Hazard Mitigation Officer for New Mexico, she also was the City of Santa Fe Floodplain Administrator, a FEMA Disaster Assistance Employee, and an Outdoor Restoration Planner for the National Park Service. Ms. Blackwell has been a Certified Floodplain Manager since 2004. She also holds a Masters in Regional Planning with an environmental focus from the University of Pennsylvania.
