WILLIAM E BELL - BIOGRAPHICAL INFORMATION Bill has worked in Public Administration for 22 years, serving communities in Nebraska, Wisconsin and Colorado. Bill has been serving as the City Manager in Montrose, Colorado, since 2011. Bill was born in Delta, Colorado and spent most of his childhood on dairy farms near Cedaredge and Palisade, where he learned to love and appreciate the lifestyle of Western Colorado. Bill also spent quite a bit of time in southern California helping with his family owned factories in the Cities of Long Beach and Compton. As a son of a serial entrepreneur, Bill excels in the understanding of economic development and is well recognized as a passionate leader in the area of business development across Colorado. After finishing high school in Evanston, Wyoming, Bill attended the University of Wyoming and earned a Bachelor's Degree, double majoring in Psychology and Criminal Justice. Bill then furthered his education by attending the Pepperdine University School of Law for three semesters, where he studied contract law and conflict resolution, including a summer program in London, England. He then returned to the University of Wyoming to earn a Master's Degree in Public Administration. Before entering into City Management, Bill worked as a graduate teaching assistant in the Criminal Justice Program at University of Wyoming, as a forensic psychiatric technician for the State of Wyoming psychiatric facility, as an assistant county planner, and as a graduate policy assistant for the Colorado Governor's Office of Policy and Initiatives under Governor Bill Owens. Bill is a Past President of the Colorado Municipal League (CML) and the Colorado City & County Managers’ Association Bill has served on the ICMA Government Affairs and Policy Committee and is Past President of the Black Canyon Rotary Club and currently serves as an Assistant Governor for Rotary District 5470.
