About William Dollar Young

I am an accomplished technical and operational leader with over 31 years in the United States Air Force. During that time, I honed my skills and "street cred" in disruptioneering. I'm a serial "intrapreneur," having successfully hacked the Defense Dept and Air Force bureaucracies to build two new organizations from scratch, the Air Force's Cyber College and the 350th Spectrum Warfare Wing. I am the creator of System-Theoretic Process Analysis for Security (STPA-Sec). STPA-Sec is a security analysis framework increasingly used globally to help secure some of the world’s most complex systems. I have served on studies for Defense Department organizations including the Office of Net Assessment, Defense Science Board, and the Secretary of Defense’s Summer Study. I have also consulted for global commercial technology companies on the application of my STPA-Sec methodology. I was a contributor to the National Institute of Standards and Technology’s (NIST) SP 800-160 Volume 1 "Systems Security Engineering: Considerations for a Multidisciplinary Approach in the Engineering of Trustworthy Secure Systems" and my methodology is included in international standards such as the Radio Technical Commission for Aeronautics (RTCA) DO-356 "Airworthiness Security Methods and Considerations." I assist several non-profit and charitable organizations in developing actionable strategies to address challenging problems through improved problem structuring methodologies. My work has garnered national recognition, and both Ebony and Black Enterprise Magazine have profiled me in leadership articles. Additionally, the U.S. Junior Chamber selected me as one of the nation's Ten Outstanding Young Americans.Specialties: Secure Systems Engineering; Operational Electromagnetic Spectrum Operations (EMSO) Expertise; Air, Space, and Cyberspace Strategy; Guest lecturer on creating strategies to cope with ill-structured problems, design thinking and related methodologies.
