He has published his blog since 2010. Bill earned a BS in Administration of Justice and Political Science from the University of North Carolina at Chapel Hill in 1985. Upon graduation, he was commissioned a second lieutenant in the United States Marine Corps and served on active duty from 1985-89, obtaining the rank of captain. He returned to Chapel Hill for law school and earned the degree of Juris Doctor, with honors, from the University of North Carolina School of Law in 1992. During law school, he was a member of the editorial board of the North Carolina Journal of International Law and Commercial Regulation.
