About William Otoole

I have Bachelor of Science degrees in both Environmental Science (Jacksonville University 1994, 3.54 GPA) and Information Technology (Colorado State University-Global Campus 2019, 3.83 GPA). I have over 20 years of ESRI GIS, Trimble GPS data collection, and RDBMS data integration experience. I have been a certified Geographic Information Systems Professional since March 2014. Registered GISP #19750 with Geographic Information Systems Certification Institute (GISCI). I have been a power user of ESRI ArcGIS since 1998, and I have maintained progressive knowledge of utilizing the latest versions of ArcGIS ever since (versions ArcView 3.1 through ArcGIS 10.8). I have also utilized other GIS software platforms including QGIS, GRASS GIS, and ERDAS IMAGINE. I am specialized in connecting Oracle and other RDBMS enterprise databases to GIS servers for geospatially integrated displays of data. I believe in leveraging GIS, Big Data, and Cloud technologies to gain a better understanding of the world around us and to provide more meaningful insights for better decision-making processes. I am currently the GIS Manager for the City of Daphne, Alabama. I am solely responsible for installing, configuring, maintaining, and administering the GIS Servers for data storage, mapping, and integration with all of the other city databases via an EnerGov platform. I have done so utilizing an ESRI Enterprise License with Arc Server, Portal, Data Center, and Web Adaptors (currently running version 10.6.1). I utilize virtual machine technology to provide best management practices for managing all geospatial enterprise data and GIS technologies: including MS Server 2016 Hyper-V and VMWare. I have been the sole contact on behalf of the City of Daphne for all USGS Census 2020 programs and I have provided all geospatial data requests and updates for addressing (LUCA), boundary and surveying updates (BAS), and boundary validation (BVP) programs. I have worked on two different Department of Defense contracts: U.S. Navy Southeast GeoReadiness Center with GIS Inc.(Jan 2012 through Dec 2014), and U.S. Air Force Eglin Major Command Environmental Program with Colorado State University (Jan 2015 through Aug 2018). I utilized Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE versions 2.6, 3.0 & 3.1). I also have extensive experience utilizing Pictometry (now EagleView) and Digital Globe Imagery systems. I maintained active security clearance during both those endeavors.
