Background
About Yoshitomo Mori
I started my career in the Ministry of the Environment (MOE) Japan in April 2003, and around for 10 years I was involved mainly with climate change and waste management issues. In October 2010, I was dispatched to the Tokyo Electric Power Company (TEPCO), and after 5 months passed, the accident of the Fukushima Daiichi Nuclear Power Plants happened. After the accident I was responsible for addressing shortage of electricity caused by damage on power station in East Japan, especially in terms of environment assessment to reduce impact on environment as much as possilbe. After finishing dispatch term in TEPCO in 2013, I dedicated myself to policy on off-site decontamination projects in headquarter of the MOE in Tokyo for 2 years, followed by entering the graduate school of Kyoto University as as part-time doctorate student in 2015, to learn dynamics of radioactive cesium in forest ecosystem. From 2016 to 2018, I studied as a graduate student and simultaneously worked for the branch office of the MOE in Fukushima as well, especially focusing on management of Temporary Storage Sites, which stored temporarily soil and waste arising from off-site remediation activities, in the areas where evacuation orders were not lifted in Fukushima. After being awarded Ph.D. in 2018, I had been dispatched to the IAEA (International Atomic Energy Agency) in Vienna for 3 years. Mainly I was responsible for the dose assessment, but at the same time I had been involved with cooperation programs between the IAEA and the MOE, to disseminate Japanese experience and lessons learned obtained through large off-site remediation activities since shortly after the accident in 2011. After the three professional years' experience in Vienna, I returned back to Japan and have worked for another branch office of the MOE in Fukushima, to manage the Interim Storage Facility (ISF), which currently accommodates soil and waste arising from off-site remediation activities in Fukushima Prefecture in a integrated manner, before they are further transported again outside the premise of the ISF in the future.
