Auditor General Of Pakistan

Article 170(2) of the Constitution of Pakistan mandates the Auditor General of Pakistan (AGP) to audit the accounts of the Federal Government, including its ministries, divisions, attached departments, subordinate offices, and autonomous or semi-autonomous organizations. This Constitutional mandate also extends to Provincial departments, their organizations and subsidiaries, as well as the accounts of District and Local Governments and their associated bodies, authorities, and subordinate formations. At the apex of the OAGP is the Auditor General of Pakistan, who serves a fixed, non-extendable term of four years. The OAGP operates through 30 Field Audit Offices across the country, each with clearly defined audit jurisdiction covering a total of 47,264 entities and formations. The core professional cadre of the AGP, known as the Pakistan Audit and Accounts Service (PA & AS), consists of 606 officers working against a sanctioned strength of 838. PA & AS officers constitute the leadership backbone of the OAGP, providing strategic, operational, and supervisory capability in public sector audit, government accounting, and financial management at federal, provincial, and district levels. Of the serving PA & AS officers, 267 are deployed in audit roles, while 198 perform accounting functions under the Controller General of Accounts (CGA). Recruitment to PA & AS is carried out through the competitive Central Superior Services (CSS) examination conducted by the Federal Public Service Commission (FPSC). Successful candidates undergo an intensive 18-month pre-service training program to prepare them for their professional responsibilities. The support staff strength in audit offices currently stands at 3,365 against a sanctioned strength of 4,829, supplementing the work of PA & AS officers in audit and administrative functions.
