For any specific query, please write to us at : helpline@fbr.gov.pk or call FBR Helpline at The Central Board of Revenue (CBR) was created on April 01, 1924 through enactment of the Central Board of Revenue Act, 1924. In 1944, a full-fledged Revenue Division was created under the Ministry of Finance. After independence, this arrangement continued up to 31st August 1960 when on the recommendations of the Administrative Re-organization Committee, FBR was made an attached department of the Ministry of Finance. In 1974, further changes were made to streamline the organization and its functions. Consequently, the post of Chairman FBR was created with the status of ex-officio Additional Secretary and Secretary Finance was relieved of his duties as ex-officio Chairman of the FBR. In order to remove impediments in the exercise of administrative powers of a Secretary to the Government and effective formulation and implementation of fiscal policy measures, the status of FBR as a Revenue Division was restored under the Ministry of Finance on October 22, 1991. However, the Revenue Division was abolished in January 1995, and FBR reverted back to the pre-1991 position. The Revenue Division continues to exist since from December 01, 1998. By the enactment of FBR Act 2007 in July 2007 the Central Board of Revenue has now become Federal Board of Revenue.

The Urban Unit
According to a report of the United Nations, the world urban population is expected to become 6.3 billion in 2050.The scale and pace of urbanization in Pakistan is relatively high. By 2030 or earlier, its urban population is likely to equal its rural population. The impact of urbanization will be felt in all spheres of human life including a complex set of environmental, economic and social challenges. However, there is a unique opportunity to build more sustainable, vibrant, innovative and equitable communities. Finding solutions for a better urban future involves developing new forms of collaboration and partnerships. Inspired by the possibilities of this new urban era, and driven by a belief in innovation through collaboration across traditional divides, The Urban Unit seeks to improve the way people live, work and play in the future cities of Pakistan and elsewhere. The concept of urban design and development addresses both the functional and aesthetic aspects of the City’s built environment. Aesthetics, being the traditional concern of urban design can only be more meaningful when combined and integrated with other functional units such as environmental management, urban planning and transport management, information and communication management and institutional development to generate an environment that is visually pleasant, socially comfortable, and economically viable and which conveys a sense of place, pride and belonging. Urban design activities and efforts will seek to develop a policy framework and guidelines integrated with technology driven approaches and solutions so as to create a sustainable living environment and an appropriate city image and identity.

Punjab Land Records Authority-Plra
Government of the Punjab started computerization of Land Records with overall objectives to improve service delivery and to enhance the perceived level of tenure security. Punjab Land Records Authority (PLRA) has been set up under the administrative control of the Board of Revenue, Government o f the Punjab. The Government of Pakistan (GOP) sets out in its Poverty Reduction Strategy Paper (December, 2003) a four-pronged approach to alleviating poverty:(i) achieving high and broad-based economic growth focusing particularly on the rural economy, while maintaining macroeconomic stability;(ii) improving governance and consolidating devolution, both as a means of delivering better development results and ensuring social and economic investing in human capital with a renewed emphasis on effective delivery of basic social services; and (iv) bringing the poor and vulnerable and backward regions into the mainstream of development, and to make marked progress in reducing existing inequalities. The higher level objective of the Project is to improve the land records service delivery in the Province of Punjab, contributing to long-lasting tenure security. The outcomes, expected to result from the Project, are: Increased access to land records at lower transaction cost for the beneficiary, through a client-responsive service. Increased level of tenure security of land-right holders. success will be assessed by client satisfaction with the new system, in terms of access to records and increased level of tenure security, and by measures of improvement in services (reduced time for issuance of fards and completing mutations). Although the Project aims at benefiting the entire community of landowners, a specific target will be the underprivileged and marginal groups that are penalized by the existing land recording system. Specific measures for participation by women and subsistence farmers will therefore be monitored.

Ravi Urban Development Authority
Ravi Urban Development Authority (RUDA) intends to develop urban areas of the province into sustainable, livable and well-managed engines of economic growth. Urban development and its management are critically linked with sound, comprehensive and strategic metropolitan level long-term planning. Over the years, rapid urbanization has changed the socio-economic and physical characteristics of the cities. The physical growth of the cities has emerged in a very different way from the land uses proposed in master plans and other such documents. Lahore, the capital of the Punjab province, is rapidly urbanizing being a regional urban center of key commercial, financial, industrial and socio-cultural significance. The estimated population of Lahore is above 10 million. The Ravi, a transboundary river of India and Pakistan, is an integral part of the Indus River basin and forms the headwaters of the Indus basin. The waters of the Ravi drain into the Indian Ocean through the Indus River in Pakistan. Subsequent to construction of Thein Dam in upstream of Madhopur headworks in India, surface flow to the Ravi has reduced to negligible level during winter months. Average annual flow between 1985 and 1995 was recorded as 5 MAF and due to irrigation and hydro power diversions in India, the average annual flow between the years was reduced to 1.1 MAF. The Ravi remains almost dry except the monsoon season. In addition to lower water level flows, the Ravi River at the downstream of Lahore also faces pollution problems. A 72 km stretch from Lahore Siphon to Baloki headworks indicates heavy contamination of the water and sediment with various heavy metals owing to municipal and industrial sewage being disposed of untreated. Water and Sanitation Agency (WASA) Lahore, through its twelve disposal stations, discharges wastewater of the entire city directly to the Ravi River.

In addition to ensuring clean water distribution from rivers, the department also focuses on managing surface drainage systems, including large drains, and installing tube wells to maintain groundwater levels below the root zone. Managing flood control along the River Indus and hill torrents, as well as handling flood emergencies in the face of global climate change, is also a crucial responsibility.
