Η ΕΕΑΑ ανταποκρινόμενη στις παραπάνω ανάγκες, σύμφωνα με τις διατάξεις του νόμου 2939/01, έχει αναπτύξει και λειτουργεί στο σύνολο του Ελλαδικού χώρου το Σύστημα Συλλογικής Εναλλακτικής Διαχείρισης– ANAKYΚΛΩΣΗ (ΣΣΕΔ – ΑΝΑΚΥΚΛΩΣΗ), βάσει εξαετών Επιχειρησιακών Σχεδίων που εγκρίνονται από τις αρμόδιες αρχές. Η ΕΕΑΑ αποτελεί ένα ιδιαίτερα επιτυχημένο παράδειγμα συνεργασίας μεταξύ των παραγωγών ή εισαγωγέων συσκευασίας προϊόντων που διατίθενται στην ελληνική αγορά και των Οργανισμών Τοπικής Αυτοδιοίκησης (ΟΤΑ) της χώρας, οι οποίοι είναι οι κατά νόμο υπεύθυνοι φορείς για τη συλλογή δημοτικών αποβλήτων. Ως προς τη μετοχική της σύνθεση, το 35% των μετοχών ανήκει στην Κεντρική Ένωση Δήμων Ελλάδος (ΚΕΔΕ) ενώ το υπόλοιπο ανήκει σε βιομηχανικές και εμπορικές επιχειρήσεις που σύμφωνα με τον Νόμο είναι υποχρεωμένες να μεριμνούν για τη συλλογή και την αξιοποίηση των συσκευασιών των προϊόντων τους. Η ΕΕΑΑ δεν λειτουργεί κερδοσκοπικά αλλά προς όφελος του δημοσίου συμφέροντος, όπως προβλέπεται από το ισχύον νομικό και κανονιστικό πλαίσιο.
