DIVISION OF COASTAL RESOURCES MANAGEMENT’S MISSION: To protect and enhance the CNMI’s coastal resources for residents and visitors through effective and adaptive resource management, interagency collaboration, and stakeholder engagement, in a manner that builds and sustains community resilience and well-being. Established on 11 February 1983 by Public Law 3-47 within the Office of the Governor, and reorganized under the Bureau of Environmental and Coastal Quality (BECQ) under the Governor’s Executive Order 2013-24, the DCRM program was established in order to promote conservation and wise development around our coastal resources. On 1982, DEQ was created through Public Law 3-23 to protect the right of each person to a clean and healthful environment. The Commonwealth Environmental Protection Act (CEPA) defines the purpose and jurisdiction and authorization to issue regulations and implement programs to protect the air, land, and water of the Commonwealth. MISSION: To serve the public through wise management of CNMI natural resources, supporting healthy communities, a sustainable environment and a vibrant economy. GOAL: Protect the public health and environment through primary enforcement responsibilities, and recruiting and retaining qualified staff.
