The State Examination Center Of The Republic Of Azerbaijan
The State Examination Center of Azerbaijan (SEC) is a public legal entity established in 2016 based on the abolishment of the State Students Admission Commission (est. 1992) and the Civil Service Commission (est. The SEC has nine regional branches in the country and operates with 300 full-time and more than part-time staff members. The SEC is currently managed by Chairperson of the Board of Directors, appointed by the President of the country. Mission: To improve the quality of education through sophisticated, valid, fair, and reliable assessment and research. Vision: To contribute to the improvement of the quality of education in Azerbaijan. Values: principles of control, transparency, and quality. The SEC is a national testing agency responsible for developing and administering school-leaving exams, university entrance exams for undergraduate (including VET) and graduate admissions (including advanced medical studies of residency), and selection exams for civil service recruitment. For many years of running objective high-stakes testing programs, the SEC has played a crucial role in setting a social lift in the Azerbaijani society, which established trust and confidence by the public. SEC (formerly known as the State Students Admission Commission) is a primary member of the International Association for Educational Assessment since Through the international projects, SEC’s staff members received advanced training and continued professional consultancy from the US-based Educational Testing Services and CITO (Dutch Educational Measurement Institute) of the Netherlands to develop the SEC’s testing and research practices. The SEC's product developers designed secure printing services, e-marker, and ProctorDIM software solutions. Additionally, the SEC cooperates with different test delivery organizations to administer international testing programs such as TOEFL iBT, GRE, SAT, PTE-Academic, and many professional exams offered by Pearson VUE.

State Migration Service Of The Republic Of Azerbaijan
On the base of approved “State Migration Program of the Republic of Azerbaijan” the President of the Republic of Azerbaijan Mr.Ilham Aliyev, taking into account the importance of establishment of a special state authority implementing unified state policy in the migration sphere, signed Decree on establishment of State Migration Service of the Republic of Azerbaijan № 560 dated on March 19, 2007. At the same time the Regulation of the Service was approved according to the Decree. Since the establishment of State Migration Service necessary normative legal acts have been adopted and a number of institutional and organizational measures have been taken for the purpose of enhancing state control over migration processes. In order to regulate migration processes with single and prompt procedures and facilitate the documentation, Decree on “Application of “one-stop-shop” principle in the management of migration processes” № 69 dated on March 4, 2009, was signed by Mr.Ilham Aliyev, the President of the Republic of Azerbaijan. The application of the mentioned Decree results in management of migration processes in the country with more prompt and flexible mechanisms, provision of efficiency in this area and elimination of problems to be solved. According to the decree “one-stop-shop” principle began to be applied in the management of migration processes from July 1, 2009 and the competences of unified state authority on this principle were entrusted to State Migration Service of the Republic of Azerbaijan.

Abad Public Legal Entity
The President of Azerbaijan signed the Decree on establishment of “ABAD” public legal entity under the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan (“ASAN Service”) dated 23 September 2016 (“Decree”). The Decree provides for the establishment of “ABAD” (Easy Support for Family Business) centres. The Decree applies to family businesses, small and medium sized entrepreneurs of Azerbaijan. Objectives of the Decree are: • Active participation of citizens in the socio-economic development of Azerbaijan; • Supporting of business based on family labor; • Promotion of small and medium sized enterprise’s development; • Additional support for increasing the employment rate. For the purpose of financing the social projects the Decree considers creation of suitable environment for using modern technology production equipment in order to produce agricultural products, provision of marketing, design, financial and accounting, legal services, organization of trainings regarding using of production equipment, information regarding updates in modern technology in agriculture sphere and realization other similar methods conducted via “ABAD” centres. The Decree also covers the simplified procedure “single window” regarding the organization of certification via the “ABAD” centres.

Azerbaijan Renewable Energy Agency
Azerbaijan Renewable Energy Agency under the Ministry of Energy of the Republic of Azerbaijan was established in accordance with the Decree No. 1159 of the President of the Republic of Azerbaijan dated September 22, 2020 and the Charter of the Agency was approved.
