EMSD, the Electrical and Mechanical Services Department, plays a dual role in Hong Kong. Firstly, we act as a regulatory body and law enforcement department with regard to electricity, gas, lift and escalator safety, and a number of related E&M safety areas. Our second role is to provide E&M engineering solutions and services to other government departments and public sector organisations in Hong Kong. The department has some employees, of whom about 250 are professional engineers and over technicians and skilled workers. A further specialist staff are seconded to other government departments. The Social Welfare Department (Chinese:) is a department of the Hong Kong Government responsible for providing welfare services to the community. Responsibilities The department provides services to families and children, the elderly, recovering criminal offenders, drug abusers, street sleepers, persons with disabilities, the mentally ill, and the community at large. It administers social security schemes, including the Comprehensive Social Security Assistance, which forms a large portion of its annual expenses. The department operates community and social centres, and also once operated libraries. History The Social Welfare Office was renamed Social Welfare Department from 1 January 1958. Companies Registry
The Companies Registry (“the Registry”) administers and enforces most parts of the Companies Ordinance. The Registry registers local and non-Hong Kong companies and statutory returns, de-registers defunct solvent companies and provides the public with services and facilities for inspecting and obtaining company information kept by the Registry. We administer and enforce several other ordinances, including the Trustee Ordinance (insofar as it relates to trust companies), the Registered Trustees Incorporation Ordinance and the Limited Partnerships Ordinance.
