Houses Of The Oireachtas
Ireland is a parliamentary democracy. The National Parliament (Oireachtas) consists of the President and two Houses: Dáil Éireann (House of Representatives) and Seanad Éireann (the Senate) whose functions and powers derive from the Constitution of Ireland enacted by the People on 1st July, 1937. The Houses of the Oireachtas are situated at Leinster House, Dublin. The Constitution empowers each House to make its own Standing Orders (Rules) with power to attach penalties for their infringement. The sole and exclusive power of making laws is vested in the Oireachtas subject to the obligations of Community membership as provided for in the Constitution. The primacy of Dáil Éireann in regard to the life of the Parliament is recognised in that a general election to Seanad Éireann must take place not later than 90 days after the dissolution of the Dáil. In matters of legislation the Constitution provides that Seanad Éireann cannot delay indefinitely the passage of legislation. Bills to amend the Constitution and Money Bills i.e. financial legislation, can only be initiated in Dáil Éireann. Seanad Éireann can make recommendations (but not amendments) to Money Bills and these must be made within 21 days as against 90 days for non-Money Bills. In addition to its legislative role, each House may examine and criticise Government policy and administration. However, Dáil Éireann is the House from which the Government (the Executive) is formed and to which it is responsible. Should the Government fail to retain the support of the majority of the Members of Dáil Éireann, the result can either be the dissolution of the Dáil and a General Election or the formation of a successor Government.

The Courts Service was established as an independent corporate organisation on 9th November, following the enactment of the Courts Service Act, 1998. We employ around staff in 40 locations nationwide. The National Shared Services Office (NSSO) is part of the Government of Ireland. It is a Shared Services provider for HR, pensions and payroll administration and finance services for Government Departments and Public Service Bodies. The NSSO has over 800 civil service staff in 6 offices: in Galway, Tullamore, 2 in Killarney, and 2 in Dublin. Established under the NSSO Act 2017, it was originally set up in 2014 within the Department of Public Expenditure and Reform, and became a separate statutory office on 1st of January 2018. The NSSO started providing HR, pension and payroll shared services in 2013 and now has over civil service customers in receipt of HR and pensions services from 47 Government Departments and PSBs. It also has over payees receiving payroll and related services, of which are pensioners, from 56 public service organisations. The NSSO is directly responsible for delivering Shared Services within the Irish civil service and also provides guidance to other public service sectors. The NSSO applies the Government’s HR, pension and payroll as well as Finance policies and procedures on behalf of its customers and all decision making, control and accountability remains with the client Government Department or office. The NSSO carries out routine HR administration (processing annual leave, sick leave, providing reports on absence, calculating promotion or pension entitlements, and more) and payroll administration (payroll, issuing salary and pension payments, tax certificates, travel and subsistence administration and related functions) for all its customers in one single Shared Services operation. In April 2022 the NSSO launched its finance service and over the next three years 48 Government Departments and PSBs will transfer the administration of their finances into the NSSO's Finance Services.

The Injuries Resolution Board is Ireland’s independent state body which resolves personal injuries claims in a timely and cost-efficient manner, avoiding unnecessary lengthy and costly litigation. The Injuries Resolution Board resolves claims in respect of personal injuries suffered by people in motor accidents, work place accidents and public liability accidents. All personal injury claims must come through us, unless settled early between claimants and insurers/respondents. The Injuries Resolution Board offices are based in Tallaght, Dublin 24. The Injuries Resolution Board draws on a multi-disciplined and skilled resource of 80 staff, covering a broad spectrum of technical, legal, financial, health and safety, human resources and other professional specialists. Residential Tenancies Board Rtb
The RTB was established in 2004 on foot of the Residential Tenancies Act (RTA). The RTB is an agency of Government with statutory powers. The central role of the RTB is to support the rental housing market and to resolve cheaply and speedily disputes between landlords and tenants, affording protection to both parties without having to resort to the Courts. As a statutory body, the RTB has been responsible for the operation of a national registration system for all private residential tenancies and for providing a more timely and cost effective dispute resolution service, as well as disseminating information, carrying out research and offering policy advice regarding the rental housing sector.

The Financial Services and Pensions Ombudsman is an independent, impartial, fair and free service that helps resolve complaints from consumers, including small businesses and other organisations, against financial service providers and pension providers. If you have a complaint about the conduct of a financial service provider or pension provider, and you cannot resolve your complaint with your provider, you can bring your complaint to the FSPO. We deal with complaints through either informal mediation, leading to a potential settlement agreed between the parties, or formal investigation and adjudication, leading to a legally binding decision.
