Kenya Ministry Of Agriculture And Livestock Development
The mandate of the Ministry is to ensure 100% Food and Nutrition Security and to improve the livelihoods of rural Kenyans by transforming the sector to be competitive, commercially oriented and responsive to the economic needs of the country. The Ministry has been restructured severally over the years and is currently comprised of four State Departments: Crop Development and Agricultural Research, Livestock, Fisheries and Blue Economy and Cooperative Development. In a devolved government structure, MoALFC, which is part of the National Government is responsible for policy formulation, regulation and the creation of an enabling environment for investment and business operation by different actors while the 47 County Governments are each responsible for the direct implementation of agricultural programmes, projects and day-to-day activities to support farmers, pastoralists, fisherfolk, cooperators and other stakeholders. Kenya is currently implementing the Agriculture Sector Growth and Transformation Strategy (ASTGS 2019-2029) which is spearheaded by the Agriculture Transformation Office (ATO). Agricultural transformation is critical to growing the economy, reducing the cost of food, alleviating poverty and therefore delivering 100% food and nutrition security. The ASTGS takes an evidence-based approach with a sharp focus on "Delivery by Counties" to address the effects of climate change, perennial challenges that constrain agricultural output and productivity and, integrating sound natural resource management systems for sustainable growth and development of the sector. The Government of Kenya recognises the significant role and contribution of non-state actors and engages regularly with the Agriculture and Rural Development Donor Group, the Kenya National Farmers' Federation, Kenya Small Scale Farmer's Forum, the Kenya Private Sector Alliance, the Young Professional for Agricultural Development and the 4-H Movement, among others.

Kisii County Government
Kisii County is one of the forty-seven Counties of Kenya. It shares common borders with Nyamira County to the North East, Narok County to the South and Homabay and Migori Counties to the West. The County lies between latitude 00 30’ and 100 South and longitude 340 38’ and 350 East. It covers an area of 1,302km2, a population of 1,152,282 people as per the 2009 census. Politically, the County is organized into 9 constituencies namely: Bobasi, Bonchari, Bomachoge Chache, Bomachoge Borabu, Kitutu Chache North, Kitutu Chache South, Nyaribari Chache, Nyaribari Masaba, and South Mugirango. The most notable features in the County include Hills, Sameta (1970m), Nyamasibi (2,170m), Kiong’anyo (1,710m), Kiamwasi (1,785m), Kiongongi, Kiombeta, Sombogo, Nyanchwa, and Kegochi hills. The general slope of the land is from East to West. Kisii County is characterized by a hilly topography with several ridges and valleys. It can be divided into three main topographical zones. The first zone cover areas lying below 1,500m above sea level located on the western boundary and include parts of Suneka, Marani and Nyamarambe. The second zone covers areas lying between 1500-1800m above sea level located in the Western parts of Keumbu and Sameta divisions, Eastern Marani and Gucha River basin. The third zone covers areas lying above 1800m above sea level in parts of eastern and southern Keumbu, Masaba and Mosocho. The most notable features of these topographical zones are hills of Sameta (1970m), Nyamasibi (2170m), Kiong’anyo (1710m), Kiamwasi (1785m), Kiongongi, Kiombeta, Sombogo, Nyanchwa and Kegochi hills. The general slope of the land is from east to west. The county is dissected by permanent rivers which flow westwards into Lake Victoria. Among the notable ones are Kuja, Mogusii, and Riana and Iyabe rivers. There are also depressions and valleys.

The National Government Constituencies Development Fund (NG-CDF) formerly Constituencies Development Fund (CDF), is a fund established in 2003 through an Act of Parliament, the CDF Act 2003. The Act was later reviewed by the CDF (Amendment) Act 2007, and repealed by CDF Act, 2013 which was subsequently succeeded by the current NG-CDF (Amendment) Act 2016. The Fund is domiciled within the ministry in charge of national economic policy and planning, currently the Ministry of Devolution and Planning. The main purpose of the Fund is to enhance infrastructural and socio-economic development at the grass root level in order to reduce poverty by dedicating a minimum of two and half per cent (2.5%) of all National Government’s share of annual revenue towards community projects identified at constituency level by the communities The Funds Journey; Since 2003/04, the Fund supported projects mainly in the areas of education, health, agriculture, roads, security, environment and sports. However, the NG-CDF (Amendment) Act 2016 introduces a major shift in the scope of projects eligible for funding. Under this Act only projects falling within the functions of the National Government as outlined in the Constitution of Kenya will be funded. This effectively means that moving forward, the Fund will concentrate primarily on education, security, sports, environment sectors and other national government residual functions.
