Ombudsman Commission Of Png
OCPNG is an independent constitutional institution created by the Constitution in 1975. It consists of the Chief Ombudsman and two Ombudsman, one of whom must have an accounting qualification. The main functions of the Commission are to; 1) Investigate complaints about the administrative actions of governmental bodies and agencies. 2) Administer the Leadership Code (outlined in the Constitution) by conducting investigations into the actions of Leaders. 3) Investigate discriminatory practices under the Discriminatory Practices Act and the HIV/AIDS Management and Prevention Act. All complaints received by the Commission are confidential except where information must be revealed to conduct investigation.

Png Civil & Identity Registry
The PNG Civil & Identity Registry (abbreviation: PNG CIR, National Identity or NID; Email: helpdesk@pngcir.gov.pg is the identity document in use in Papua New Guinea. It is issued and compulsory for Papua New Guinea citizens and foreign citizens who are permanent residents of Papua New Guinea. Other than certain exempted persons, these people must register for an NID either upon becoming a permanent resident or, if below the age of 18, within one year of attaining that age. Papua New Guinea Civil & Identity Registry is an office mandated to record Birth, Adoptions, Marriage, Divorce, Death and issue National Identity Card Holders of an NID are responsible for the card's custody but are not required to carry the card on their person. Areas that will require NID to be verified include passports (immigration officers), polling stations (police officers) and those who undergo National Service in Papua New Guinea's Armed Forces, police force and civil defence force. Notwithstanding this, if no identification can be produced the police may detain suspicious individuals until such identification can be produced either in person or by proxy. It is also a requirement for all citizens in Papua New Guinea. Citizen under 18 will apply for Birth Certificate Only and Citizen Above 18 is Required for both Birth Certificate and NID card. Adoptions, Marriage Divorce, Death are mandated to record under PNG CIR. NID re-registration is required Every 10 years from the issue date. Production of an NID is also required for any person seeking accommodation at any hotel, boarding house, hostel or similar dwelling place and for any person offering. In the case of hotels, boarding houses, etc, if a person is not in possession of, or fails to produce, an NRIC, the owner, manager or other person in charge of such business must notify the nearest police station of the fact immediately. The Department of Public Enterprises was re-established by the NEC on July 4th 2014 (NEC Decision 235/2013) and further reaffirmed its (NEC Decision 469/2013). The Department’s core functions are broadly categorized as follows: i. Provide Policy Oversight to State-owned Enterprises (SOEs) The Department endeavors to provide relevant enabling policy environment for SOEs to thrive and perform effectively to deliver on their service delivery and profitability. An overarching policy document on the Principles of State Ownership and Participation in Commercial Activities was approved by the NEC on 23rd April 2015 in Decision No. 84/2015 which is one of the milestone deliverables for the Department ii. Ownership of State-owned Enterprises The Department provide policy oversights not only to the assets vested within the General Business Trust (GBT) which is managed by the Kumul Consolidated Holdings Limited (KCHL)formerly Independent Public Business Corporation (IPBC) but also to those assets outside of KCHL, such as Petromin, National Airport Corporation, National Development Bank, National Broadcasting Corporation, National Housing Corporation, and so on. The Department sees its mandate as being broader, although, it reports to the Minister for Public Enterprise and State Investments because the policies and principles of commercial operations are generic, except when they are tailored to individual sector where they fall under the ambit of the responsible Minister. The Department is the delegated owner of ALL SOEs for and on behalf of the State and the People of PNG. Incubate Start-ups New ideas are captured through creation of special purpose vehicles (SPVs) and then formally established under KCHL. These SPVs are initially incubated within the Department. One such SPV is PNG DataCo, which at present is investing in the fiber optic cable links that will enable data flow from the world to the South Pacific and PNG.
